Haruka Asahina is a 16-year-old high school boy racing F4 cars while staying at Komaki Motos, an auto-body shop in Shizuoka prefecture. Komaki Motors is a family-run shop that regularly competes in F4 with the team comprised of owner Futoshi Komaki who is also a mechanic, his daughter Mako Komaki, and now Haruka Asahina. Because this is a family-run business, they receive no support usually from any major manufacturers. Haruka Asahina boldly confronts the top teams head-on to get the attention of these revered companies in hopes of making it to the podium himself.

Ten years after the Bubble War, the dichotomy between the rich and the poor in the world becomes more prominent and Japan is no exception. The rich seek to satisfy their desires and derive pleasure for themselves, and Tokyo has materialized into such a city as a result. Saiga, once a war photographer, works for Hibara Ginza in the capitalist state of Tokyo. He infiltrates the Roppongi Club, a secretive base located in the red light district of the city, to collect information about them. However, he was caught in the process and brought forward to a girl called Kagura who was in the midst of a ritual. His contact with Kagura awakens his special ability: the power to make things explode when photographed. In order to unravel the mystery behind the Roppongi Club and Kagura, Saiga begins his solitary battle.

Furthermore, he followed soon after the fast cart and he could nearly leave it behind. The driver in the cart was Minamoto Naomi, the champion of the East Japan Junior Cart. Looking at their chase, Naomi's mother, Minamoto Nanako, advised Capeta to take part in the official race.
